Facing the serious situation of urban transportation, improving public transportation system to maximize the utilization of public road resources has become a consensus; however,'last mile phenomenon' becomes the bottleneck of further development for public transportation. To make full use of the feature of'door to door'of bicycle traffic and high efficiency of public traffic, PBS specifically solves the problem and develops rapidly. Nevertheless, researches related to public bicycle system, especially the analysis and evaluation methods of service level are rare, so applications are lack of theory direction. As the key analysis technology closely related to traffic system plan and management, analysis and evaluation method of service level is the basis for further improvement. Based on the data of user satisfactory survey, this paper studies the service level evaluation of PBS.The paper presents main research contents as follows:1. Through studying development and components of PBS, and combining the lessons and experiences of the actual application and research, the paper proposes the necessity of service level evaluation research of PBS.2. With analyzing PBS and existing problems, an evaluation index system of service level of PBS is set up based on system function division; it introduces the customer satisfaction theory, and takes passenger satisfaction survey of PBS as evaluation data source by using the positive correlation relationship between satisfaction and service level.3. The model firstly evaluates service level of PBS with secondary fuzzy comprehensive evaluation method, and gets the service level sort of evaluation indexes level1and2. Then, passenger satisfaction data of optimal sample is simulated by BP neural network, where the respectively weights of indexes of level3and2to level1are output, namely the improvement sequence for indexes of all levels based on the optimal sample are done after that. Finally, it is concluded with improvement schemes by the results of comprehensive evaluation and simulation. 4. Five service lines of PBS at Dongsi Jiedao and Chaoyangmen Jiedao in Beijing are used to verify the evaluation model. Model analysis results are compatible to practical application survey. Finally, depending on ranking results obtained from quantitative analysis, proposes improvement schemes for the5service lines.
