In recent years, with the continuous development of Power Systems and with the constant improvement of measuring accuracy, the users of Measurement Institute and the Electric Meter production unit gradually increase the demand of Class 0.01 Three-phase Multifunctional Standard Electric Energy Meters.When the electric signal frequency fluctuates around 50Hz and the sampling frequency is fixed, how to find the proper methods that make the measuring accuracy of the Electrical Parameters and Harmonic Analysis meet the accuracy requirements of Class 0.01 Three-phase Multifunctional Standard Energy Meters is the key point in this paper.First, it introduces Three-phase Multifunctional Standard Energy Meter System Construction and the theory of the Electric Parameter Measurement and Harmonic Analysis. Analyze error sources from Class 0.01 Three-phase Multifunctional Standard Energy Meter.Subsequently, the paper studies high precision algorithm of Electrical Parameters Measurement and Harmonic Analysis. At last, the paper realizes Electrical Parameters Measurement and Harmonic Analysis on QuartusⅡ.The results show that the measuring accuracy of RMS is less than 0.01% RD (RD is the Relative Error),and the measuring accuracy of Active Power is 0.02% RD by the Quasi-Synchronous Sampling Algorithm.The measuring accuracy of Reactive Power is less than 0.02% RD by using Hilbert Transform. The measuring accuracy of signal frequency is less than 0.001Hz and the measuring accuracy of signal phase is less than 0.1°based on Phase Difference Correction.
