Low-carbon economy is the global trend of economic development, is the only way for China's economic development. Low-carbon economy will profoundly affect the level of electricity demand, power structure and rational distribution of power, the proportion increase of renewable power in power supply and long-distance transmission have an important impact on power companies development. As a power transmission carrier between power and users, grid which transmits and distributes electricity is a "visible hand" to promote low-carbon economic development and has a crucial role in the low-carbon economic development. China should establish a scientific and rational method of network planning, to address the development needs of low-carbon economy.This paper firstly describes the theories of low-carbon economy, network development planning and the relationship between them, think that the reasonably good grid structure that can effectively promote low-carbon economy. Second, the paper analyzes the impact of low-carbon economy to Qinghai power grid, mainly including renewable power and multiple power generation modes. Third, on the basis of analysis of Qinghai Province "Eleventh Five-Year" demand for electricity, using power load forecasting method of least squares support vector machine to forecast electricity demand respectively by supply area of Qinghai power grid. Last, the paper proposes the Qinghai grid "12Five Year" development planning under low-carbon environment, including the main network planning and distribution network planning, and gives the Qinghai grid safeguards and recommendations.Grid is a strategic pivot to promote the development of green transformation, through the promotion of energy restructuring, improvement the proportion of clean energy, optimizing energy integrated transport system, improving energy efficiency, low emission power dispatch priority, encourage and guide enterprises to actively promote energy saving measures and so on to effectivly decrease greenhouse gas emissions and promote low-carbon economy.
