It is indispensable for farmland scientific management and rational use of water resources protection that enhancing information management of soil moisture monitoring technology, developing of monitoring soil moisture within the irrigation technology and improving irrigation soil moisture monitoring system to create. The design and implementation of soil moisture monitoring system for Baisha irrigation district can provide a powerful integrated management tools and methods for irrigation water management and achieving irrigation and water saving target.The system is based on the collection of soil moisture data, meteorological data and soil data in Baisha irrigation district, though selecting different reference factors of different regions, different soil types and crops in the irrigation area, combined with the geographical environment, climatic conditions and water-saving measures to build a reasonable distribution of soil moisture monitoring stations. Though that, soil moisture monitoring data is the core of basic data for the database, not only for soil moisture changes in Baisha irrigation district within the main data source, but also for the reference of comparative analysis of soil moisture monitoring information acquired from remote sensing image.The study mainly directs with comprehensive and systematic analysis for the MODIS data products and applications. Because of MODIS images' many advantages, making it better monitor soil moisture of relevant factors, including surface temperature, diurnal temperature, vegetation index and the reflectivity and so on. So MODIS is the best data source for large area to monitor soil moisture information. through the application of system in Baisha irrigation district, using a variety of parameters about MODIS remote sensing image and the inversion of soil moisture monitoring within the irrigation district information, we can fast and effectively monitor and manage the irrigation of soil moisture information.The system not only has established a friendly interactive interface, but also has intelligence, scalability and visualization features. First of all, irrigation can be achieved for Baisha soil moisture monitoring stations within the real-time monitoring. Through real-time monitoring and rapid information processing, we can use dynamic information for soil moisture quickly and timely. The effective monitoring and evaluation soil moisture in Baisha irrigation can improve water utilization. Secondly, the integration between the Baisha soil moisture monitoring systems and remote sensing technology is more beneficial of the monitoring and management about soil moisture data. Using computer-aided technology, digital communications technology and network technology and other advanced technology can achieve information sharing within the function of Web publishing in Baisha irrigation area. Finally, the system is practical, simple and quick operation, functional scalability, user-friendly.
