Forest fire is the most destructively and natural disaster in forest disaster, witch seriously effects society, environment and economy,and bring to large loss in the national property. In recent years, the impact of human activities on the forest is increasing, so the likelihood of forest fires also increases quickly. When forest fires occur, how to detect fires points and grasp the basic situation around it, take scientific and effective way to extinguish forest fires safely and rapidly, and reduce the losses which caused by forest fires to a minimum, has become a hot topic in the field of forest fire prevention.The Study with Laoshan forest farm as the research object, architectured forest fireproofing information system based on Plug-in technology, and the development will be divided into system plat form, the database of forest fireproofing, the development of functional plug-ins in three parts. With C#2.0 as a programming language, through the interface of.Net 3.5 and plug-in technology achieve system framework, using ArcGIS Engine as a secondary development component, and in accordance with functional needs, establish the function of plug-ins which are independent and easy to maintain.without recompiling the system, we realize how to dynamic manage system plug-ins such as loading and removing the plug-ins.Forest fire information system is based on the GIS, so it contains some common functions of the GIS. The system developed a number of function plug-ins, implement map browsing, free zoom, roam the map, map measurement, three-dimensional display, layer control, query, spatial analysis, GIS thematic map production and other common functions. The system can carry out daily fire information management and forest fire suppression decision-making. Daily fire information management includes fire personnel information management, records management disaster, fire management, forest fire prevention team management, monitoring point management, fire protection buffer zone management, and evaluation of fire danger class. Evaluation of forest fire danger class is a major part of fireproofing information system. Different fire danger class scores are given to each fire impact factor by the sensitivity of forest fires, generate thematic maps of fire danger class, give appropriate weight factor to each fire impact factor AHP, and then the weighted overlay analysis of each thematic map, finally generate fire danger class distribution of the study area. So you can see where may cause fire intuitively in the next period, and it is benefit to strengthening the management of forest fires. The functions of forest fire suppression decision-making include remote sensing location, coordinate location, tower location three kinds of fire location, forest fire spreading simulation and the shortest path analysis. With raster data as basic data type, as the study area data are insufficient to build the local forest fire spread model, we select WANGZhengfei forest fire spread model which the most widely used in China after compared the applicability of the main models. The function of the shortest path analysis in this system is query the path from the determined fire point to the nearest fire extinguishing facilities, so that fire fighters can reach with the fastest speed and the shortest time.In this paper, the ideas of the development of forest fireproofing information system, new technologies in support of, try to export the way to improve the traditional development method and this study to other forestry information systems also have some reference.
