Poverty caused by diseases has been doing great harm to rural residents'health level, labor quality and living standards. New rural cooperative medical system (NRCMS) is the way that we Chinese government try to solve the medical security problems of the rural residents. In recent years, China's finance, especially the central finance, has been increasing the investment in public health field. With the criterion of financing becoming higher and higher, rural residents'burden on health services is relieved to a certain degree, but the support capabilities of the basic medical security is not strong enough in some places. Relative documents put forward definitly that the standard of financing will reach 100yuan a year per head. That means the central finance has to make sure that every resident can be up to the lowest financing standard. In this context, to explore the problems existing in collecting and using the special funds is important for sustainable development of NRCMS.The study first analyzed the policy objective of NRCMS on the relative theory of public finance. NingXia Province is selected as a case study. In this text the qualitative and quantitative methods are adopTed in combining together to analyze the problems existing in razing and using special funds for NRCMS.Main results are as follows:I Special fund for NRCMS has been earmarked in full and on time;II Basic medical institutions'ability to provide medical services is limited which influenced the efficiency of funds;III There are a lot of serious problems in fund monitorship management;According to the problems mentioned above, this paper puts forward several policies and suggestions as follows:ⅠImprove public financial system and establish long-term financing mechanisms for NRCMS to remove the hidden danger existing in sustainable development;ⅡImprove basic medical institutions'ability of providing medical services by means of reinforcing training to enhance the existing medical personnel's professional skills, and training qualified personnel according to need of rural health service;ⅢFurther improve monitoring mechanisms and strengthen the cooperative medical service management capacity building, primarily from to improve the regulatory system, strengthen the cooperative medical service management structure of management capacity building and innovative mechanisms to strengthen the regulatory authority of the relationship between the regular medical institutions in three ways to achieve;...
