Xiangyun County, Yunnan Province, The New Rural Cooperative Medical Countermeasures Research

New rural cooperative medical care is a major benefit of agricultural policy which is in the context of building a harmonious society, the ncreasing concern about "three rural",it's also an important content to implement the Plenum's "new socialist countryside construction". The improvement of rural health care system is directly related to the health of the peasant, rural economic and social development,as well as, improving the quality of the lives of farmers and rural social progress.Xiangyun county of Yunnan province implemented the new rural cooperative medical care in 2007.According to the years of operation, the new rural cooperative medical care solved the farmers problem of the medicine financial difficulties and guaranteed their production and daily life, to some extent.However, in the construction process, due to the poor finance condition,the inefficiency of the economy transformation,the propaganda of the government policies and other factors ineffective,there occurred so emergent situations. This thesis attempts to basic Marxist theory and sociology and related theory, combined with the status quo and forecasts of Yunnan Xiangyun new rural cooperative medical care, explores a new set of Yunnan rural cooperative medical system,and provide a theoretical reference to Yunnan government in the establishment of new rural cooperative medical care system.In this paper, China's new rural cooperative medical care policy and China's traditional rural cooperative medical care policy are compared.Thus,sum up the similarities and differences of the new rural cooperative medical care policy and the traditional rural cooperative medical care as well as the cooperative medical experience in other Asian countries. Through questionnaires and interviews, the thesis discusses the status quo of implementation of the new rural cooperative medical system in Xiangyun. At last, base on the basic principles of Marxism with the theory of economics, sociology economic in Xiangyun,cultural and social development, use comprehensive analysis method to put forward appropriate policy recommendations about the funding mechanisms, compensatory mechanisms, the various actors and the external environment of the new rural cooperative medical in Yunnan.The first chapter describes the background of this study, significance, research status, research purposes, methods, and so on. The second chapter give an account of the rural cooperative medical care in Marxist theory perspective. Chapter III discusses formation and policy change of the new rural cooperative medical care policy. The fourth chapter is about the Asian country's rural cooperative medical practice and learn. Base the survey of new rural cooperative medical care in Xiangyun, chapter five introduces the run effects of the new type rural cooperative medical policies, discovering there're some problems:funding mechanism is inadequate, unreasonable compensation program,lack of trust and other disadvantages. Finally, In response to these shortcomings, the sixth chapter raises a number of countermeasures to the new rural cooperative medical care policy of Yunnan Province:continue to broaden the financing channels; explore and improve the reasonable compensation mechanism; continue to simplify reimbursement procedures; strengthen the main function of the roles which are in the new rural cooperative medical system; optimize the external environment of the new rural cooperative medical care; strengthen rural health service system; efforts to achieve effective convergence between the rural medical aid system and the new rural cooperative medical care system, with a view to the establishment of policy recommendations can be sustained and provide a theoretical reference to development of the new rural cooperative in Yunnan.
