A Study On The Operating Mechanism Of Cooperative Medical System In The New Rural Areas

Developing and improving the new pattern of rural cooperative medical care system plays a significant role in protecting the health of peasants and promoting the harmonious development of the society, while the key to this lies in establishing a scientific and efficient Operating Mechanism. Therefore, we must carefully analyze the problem of the Operating Mechanism of the new pattern of rural cooperative medical care system.Field work, normative analysis combined with empirical analysis and qualitative analysis combined with quantitative analysis are applied in this paper. Take Heze for instance, this paper analyzed and studied its Operating Mechanism of the new pattern of rural cooperative medical care system and drew the conclusions as follows:(1)the new pattern of rural cooperative medical care system is relative to that of the traditional. Both of them vary a lot in terms of organizational management, fund raising, fund for compensation, administration and supervision, and so on. the new pattern of rural cooperative medical care system is composed of the mechanisms of organizational management, funding, compensation, and of administration and supervision. All the mechanisms, which are interrelated and constrained each other, formed the Operating Mechanism of the new pattern of rural cooperative medical care system.(2)having practiced for five years, Heze has established its new pattern of rural cooperative medical care system and the Operating Mechanism has been constantly improved. It has established a set of organization and management institutions for the new pattern of rural cooperative medical care system, and has brought in correspondi ng persons, which meets the needs of operating the system. Its funding mechanism places the government subsidy first, the personal payment second. The standard of its funding rises from the original 21 Yuan to 100 Yuan, which suggests that the improving level of the government subsidy promotes the level of compensation. Meanwhile, the city also establishes the corresponding mechanism of administration and supervision.(3)this paper analyzed the Operating Mechanism of the new pattern of rural cooperative medical care system and found that there were several problems in implementing the new pattern of rural cooperative medical care system. The main problems were as follows. The governments at the basic level did not work heart and soul; the basic-level administrative body worked under great pressure; the level of information network construction was low; the current condition of the medical services in the rural areas could not meet the needs of the members of the cooperative medical care system; the low level of the standard of funding and the unreasonable proportional relations between governments at all levels increased the financial pressure on poverty-stricken counties; the proportion of compensation was lower; the process of applying for reimbursement was complex; the regulatory authority and regulations were not that complete, with improper supervision of the designated health-care institutions and the fast rise in price of the medicine.(4)the policies and measures of improving the Operating Mechanism of the new pattern of rural cooperative medical care system were as follows. Firstly, clarify the status the new pattern of rural cooperative medical care thirdly, increase the compensation level with the increasing of the funding standard and simplify the process of reimbursement; fourthly, strengthen the improvement of all the regulations, strictly examine the qualifications of the designated health-care institutions and strengthen the supervision of the medical institutions and the price of the medicine in the rural areas.(5)in the rural area of Heze, there are many public health emergencies and many lower-paid people. In view of that, Heze should establish ? ,system for disease control, system for medical and health assistance, and pay great attention to the public health emergencies in rural areas, helping the poverty-stricken villagers and villagers with basic living allowance.
