The national psychological safety is a newly advanced concept, which was first used in the thesis Psychological Safety:The new issue of national security in Defense News,written by Li Shuhong. Few scholars have researched this task all through. However, with the development of era, especially the information ear, the national psychology faced more and more challenges. So that the author of this thesis thought that to investigate the national psychological safety is of great significance in this background. Yet to reach every aspect of this new concept in a limited master's thesis is unpractical. In this case, this thesis mainly focuses on the explanation of connotation and extension of the concept"the construction of the system of national psychological safety". National psychological safety means that the people in a country are in a safe fettle that will not bring threaten to the country's essential interests, dominion, regime, subsistence and development, resist the psychological impact from home and abroad , and can accelerate the achievement of national strategic objective.Construction the system of national psychological safety is the process of establishing relevant system and policy by using constructivist raised by the American psychologist in 70th, in order to shape the national mental to some extent and achieve the aim of protecting the national security, i.e., to realize the unity and harmony of the country, society and people. Actually, this is also an extension of theory of construction of harmonious society. So there is the proposition of construction the system of national psychological safety under the circumstance of harmonious society.It is easy for people to think of ideology and obscurantism when speaking of national psychological safety. So that chapter two focuses on the explanation of the relations and differences between national psychological safety system and these concepts, The common ground between national psychic safety and psychological warfare is that they all adopt the principles and methods derived from psychological research. However, the focal points they focus on are different, for that psychological warfare mainly lay particular stress on the outside, emphasizing on aggression, while national psychological safety mainly lay stress on self, emphasizing on defense. They are not totally contrary to each other nevertheless, for that the national psychological safety not only has to resist the intended hostilities but also to cope with people's non-conscious activities. The primary difference between national psychological safety and ideology is that ideology is a theory used by the dominator to prove the validity of it and unify the consciousness of people to predominate the country, while the construction of national psychological safety system mainly focuses on how to indoctrinate people with national ideological theory. The construction of national psychological safety system should be differentiated from the Obscurantism in ancient China. Although ancient ruler also used some primordial principles and methods of psychology to carry out domination, it is different from the national psychological safety system essentially, because the ultimate purpose of the construction of national psychological safety system is to maintain the stability and comity of our country and provide a favorable inner environment for economic development of our country. Meanwhile, the construction of national psychological safety system also can rebuild the nationality so that to realize the great rejuvenation of China. The value it pursuits is the development of the whole nation, and that is essentially different from the Obscurantism which was used to protect the interest of dynast.
