Opium-smoking was one of the serious social problems in modern China. The non-smoking and the anti-drug became an influential topics of the centennial China. Drugs caused great harms.Anti-drug problem was the grimmest one in the complicated Shanghai,so whether the local government or the ordinary person own more anti-drug consciousness than other areas. The report of the newspaper could directly reflect the anti-drug policies, the extent of the common people's participation and the achievements of the anti-drug.Shenbao, located in Shanghai, gave a long-term attention on the drug problem and so it have detailed reports in each time. So, this paper selects the ten-years'reports of Shenbao about the non-smoking and the anti-drug in Shanghai before the Anti-Japan War as an inspecting object. And this paper want to do a local study from the reports of Shenbao, providing figures to explain the achievements of the anti-drug and the influence and revelation of them.This paper includes introduction, body and conclusion, and the body includes three chapters.The body is divided into three chapters.They are "InsetForbidden in Collecting Tax " (from April 1927 to July 1928), "Absolute Forbidden Drugs" (from August 1928 to the summer of 1934) and "Gradually Forbidden Drugs" (from the summer of 1934 to October 1937). Each era includes two parts.One is the measures of the government of Nanjing in forbiding smoking-drugs and the policies and achievements of the government of Shanghai in doing this thing.It includes the establishment of the anti-drug agency, the established anti-drug offices,thesituation of the court,the procuratorate,the public security organs and the customhouse. The other part contains the anti-drug movements in all ranks of the Shanghai society and the foreign settlement.The all walks of life of Shanghai included the activities of the Opium Association of China, the educational circles, the Women temperance will,the general chamber of commerce and ordinary people. The conclusion summarizes the achievements of anti-drug campaign in Shanghai, analyzes its characteristics and significance and provides the inspiration and experience to our modern society.
