Ideas about public & private is always the prominent question which affects the history of China, it involves to the whole China's social politics, economy and culture, especially the development of moral value system. Initial public or private ideas didn't include moral significance, just reflect differences between public and private. Whenever there is severe opposition between public and private relationship even they become conflict, it will cause people to concern and think deeply their moral problem. Therefore, this is the inevitable requirement of history, which given the public and private concept by the good and evil connotation, proposed the ideas of advocating public and inhibiting private or establishing public and destroying private, to guide and regulate people's social behavior and their relationship, and to maintain the stability and continuity of totalitarian authority. No matter be in the past China, or in the socialist today, as long as it is under the social background which is of the repressive regime, the lack of individual patriarchy and fairness and justice, any value choice of advocating public and private, with which based on the ideas of againsting between public and private, may deviate from the original purpose of our behavior, causing the embarrassing situation of public and private equivalent or deficiency. This is a kind of perplexity between the cognizing and practicing, which contains moral problems, it be deeply rooted in the background knowledge and moral belief of cognitive subject and social environment of practical subject. So, we must cast away all kinds of wrong ideas generated in the power politics and struggle environment, convert the old thinking mode based on the ideas of againsting between public and private, respect for the difference between public and private, tolerance various interest demand, as well as purify the practice environment and cultivate new ideas of appreciating public and valuing private by the institutional arrangement and the mechanism of dialogues and consultations, in order to contribute to benign interaction between the subject internal habitus and the external field, and to realize the harmony and symbiosis of public and private, while maintaining and developing individual interests, to realize the stability and progress of social totality also.
