Occupational education is playing an increasingly important part in society. With more and more foreign enterprises pouring into the Chinese market, the employment market put forward higher requirements for the higher vocational students. Therefore, the cultivation of students' oral English ability is not only to meet market requirements, but also to the needs of students'life-long development. However, because of various factors, English teaching in higher vocational college is still weak and students' ability to use language is generally weaker.Based on Krashen's input hypothesis, Swain's output theory and communicative theory, the author focuses on the current situation of oral English teaching in higher vocational college by applying 21st Century English newspapers as a teaching resource to explore the more effective and practical way in teaching spoken English. The current study involves classroom teaching, oral practice, and extracurricular activities. The combination of oral English teaching and English newspaper reading can cultivate students' interest in oral English, improve their oral communication skills.This paper consists of five chapters: the first chapter introduces the background and purpose of the study. The second chapter discusses the theoretical foundation of the research, so as to provide theoretical guidance for the study of using the English newspaper teaching to improve students'communicative competence. The third chapter presents the process of the study by using 21st Century English newspaper as reading materials to improve the students' oral communicative ability. The fourth chapter is the analysis of experimental results and discussion. In the fifth chapter the author draws a conclusion based on the results of test scores between the experimental class and parallel class. Finally the author states the limitations of the study and offers the constructive suggestions for future experiment.
