In modern times, the United States has been playing an important role in the international affairs of Northeast Asia, which had a major impact on the development of the Northeast Asia international relations. In the1930s, the rise of Japanese fascist forces continued with outward aggression and expansion. He tried to establish and lead the Asian "Monroe Doctrine" .Japan's move has seriously damaged the interests of the United States. What's more he broke the American Washington System built and maintained painstakingly in the Far East--Pacific regions. Faced with such a complex situation, the United States under the Roosevelt administration will take what kind of response, and why he takes such a policy, what are the pros and cons of this policy, and what ultimately the influence of it on US is. Under the guidance of these issues, this article is trying to do some beneficial research on the Northeast Asia policy of United States.
