Since its opening up to the outside world, international exchanges between China and other countries become a commonplace and have further developed. Consequently, there is an urgent demand of talents who have a good command of English, especially after is joining into the WTO. Similarly, the Public Security Border Defense forces whose duties are related to foreign affairs have a growing demand of these talents as well. Hence, English teaching in the public College attract more and more attention from the society. Nevertheless, the rigid curriculum and teaching model could not adapt to and satisfy the needs of social and the economic situation, therefore it is of great importance to reform English curriculum. Universities and colleges of the public security border defense, who aim at producing relative talents, should carry out this reform in a more positive way. This paper aims at analyzing college English course offering since China's reform and opening up, summarizing the principle of college English course offering and relative factors, analyzing the current English curriculum of the Coast Guard Academy, so that advice may be provided for public English curriculum reform of the Coast Guard Academy and universities and colleges of the public security border defense as a whole.By utilizing the literature analysis and the investigation methodology, combining the explanation of curriculum's conception, principles, step and relative factors with English learning theories, this paper explores the current situation of public English course offering, seeks for its existing problems and the reasons and make suggestions for the Public Security Coast Guard Academy in its English course offering. This paper is divided into five parts. The first part elaborates the basic concept principle related of English language learning. The second part conducts the research to the domestic university's reform of College English course offering. The third part takes the Public Security Coast Guard Academy as an example, analyzing its present College English curriculum, pointing out the problems, tracing the reasons. The fourth part makes suggestions for the Public Security Coast Guard Academy in its College English course offering. The fifth part puts forward the proposal to College English teaching.
