The period of Bakumatsu in Japan is a turbulent period of history whether it is seen from inside the country or from the development of the world history. And during this period the territory problem between Japan and Russia brings great influence to both the countries. Even till now, the focus of the arguments is still the problem of which country the northern territory belongs to. In this article, the author tries to make the first territory agreement ---《Shimota Treaty》as the object of his study, which was reached after military conflicts between Japan and Russia about the the northern territory since the period of Bakumatsu. The author wants to give his own analyse and judgement about the problem of territory between Japan and Russia based on the study of foremer researchers.The article has three chapters. The first chapter elaborates on the early outspreads of the two countries on the nortern islands. It starts with the first formal contact between the two governments and then finds the causes for the consciousness of owning the nortern territory of both the countries and why they outspread. The second chapter starts with the military conflicts between the two countries, and analyses the contradiction raised at the early contacts between the two, which turned to military conflicts. Thus, it discusses what effect the military forces of the two countries have on the settlement of the event when solving the problem of northern territory.The third chapter proceeds with the diplomatism and military affairs. It expounds the diplomatic policy and different strategy deflection of the two countries and their influence on the agreement during the process when it is being reached after Russia and the United States ask Japan to open the country to them.This chapter also talks about what promotion effect the military stance of the two countries have on the reaching of the agreement. It analyses what the attitudes of the two countries about the nortern territory are after the agreement has been reached. And finally this chapter will give a conclusion of the characteristc of the agreement.
