The way of China's contemporary construction of administrative ethics shouldbase on national conditions, deeply dig into splendid traditional thoughts ofadministrative ethics, and stimulate indigenous innovation by ourselves, when learningand absorbing foreign advanced concept of administrative ethics, to form Chinesecharacteristic administrative ethics."Three Things Advised", which was written byZhang Yanghao in Yuan Dynasty, is a classic work, and includes the rich thoughts ofadministrative ethics. It is made up of "Mumin Advice","Fengxian Advice", and"Miaotang Advice". Zhang Yanghao wrote this book according his political experiencewhen he worked as the county magistrate, the censor and the prime minister. The bookis a political monograph including theory and practice.Based on the research perspective of administrative ethics, using the realitybasement and theories origin of the formation of administrative ethical thoughts of"Three Things Advised" as an entry point, the article concentrates on the administrativeethics conception, the moral cultivation of administrative subject and administrationwith the benevolent rule to explain the thoughts of the administrative ethics of "ThreeThings Advised" comprehensively and systematically. Applying pragmatic attitude ofMarxism to analyze the thoughts of administrative ethics of "Three Things Advised", weshould learn advantages from this book and throw away the disadvantages of it, anddeeply explore the realistic value of thoughts. The purpose is to find some help for theconstruction of China's contemporary administrative ethics.
