As the lifeline of our nation and country and a special resource forhuman society's sustainable development, cultural heritage must be properlyprotected. Our nation has a large amount of culture heritage, which facesgrim saving situation and its protecting task is arduous. As an importantforce to support and lead the development of cultural heritage, the scienceand technology has been received general and high attention from all sectorsof the society.The great-leap-forward development in our cultural heritage protectionfield, which is facing serious condition, can only be realized by relyingon science and technology. Since the "eleventh five-year plan", the scienceand technology's supporting and leading role in this field has been becomingincreasingly highlighted and the science and technology level is remarkablyadvanced. However, the cultural heritage protection still has great problem,when compared with strategic needs of cultural relics' development and thefast developing trend of the preventive protection. Especially the deficient of science and technology talents and just relying on cultural relicsdepartment's science and technology power alone is unable to realize theirown great-leap-forward development. Currently, our cultural heritageprotection field faces the new situation of opening-up and cooperation, inthis context, making use of technology to protect the cultural heritage, aswell as research and design our own strategy of science and technologytalents have great importance on improving our country's research abilityand levels rapidly for cultural heritage protection.Through the comb and statistical analysis of the current situation of ourcultural heritage protection technology institution and scientific talents, thispaper expounds some main problems and it's causes in this field, such as thescarcity of talents, unreasonable structure, quality that need to improve andlake of science and technology management talents. Based on the researchand analysis of the particularity, which is presented in protection technologyand organization system, of our cultural heritage field's, it put forwards therequirements that the technology talents should possess under thebackground of the opening-up and cooperation. Through the above study,we should put forward some science and technology human resourcestrategy measures. Firstly, it's proposed to actively promote the science andtechnology strategy cooperation among the relevant apartments of ournation, so as to comprehensively integrate our nation's science andtechnology resources; Secondly, through methods like the strategic alliance, regional innovation coalition and the construction of scientific research baseand the other methods, construct a multi-level scientific research network;What's more, it's suggested to strengthen and improve the construction ofsubject system, multi-channel and multi-level mode for technology talentscultivating and establish the cultural heritage protection qualificationcertification system and so forth. In summary, only through thecomprehensive opening-up and cooperation way, can the bottleneck problemin the cultural heritage protection field that lakes of qualified science andtechnology personnels be fundamentally solved.
