Study On The Conservation Of Jingxing Ancient Route In View Of Cultural Route

Jingxing-Ancient-Postal-Route(JAPR) is one of the state-level key units of cultural preservation monuments and relics, located in Jingxing county of Hebei provinc. It has a significant value in studying the postal hstory of Ming and Qing Dynasties. In the process of rapidly development of Jingxing’s urbanization and infrastructure construction, JAPR is now under a situation which is more and more compex, threatened by lots of socicial factors.Heritage proction plan of JAPR starts in above background under the consignation of Jingxing administration of cultural heritage. The process strictly complies with the state laws and regulations related to heritage conservation. Proctection plan accomplished with the construction of heritage database which base on comprehensive investigation, record and estimate to the monuments and sites along the route.This article analyses the process and outcome of the plan to enrich the projiect of Hreitage Routes conservation framework in China in the view of conservation planning of both Heritage Unit and Cultrual Route. In the view of conservation planning of Heritage Unit, the Plan is deficiency in aspect of social participtation and research deepness. In the view of Cultural Route conservation, the Plan indicates the mismatching between workers’ idea and the current system of heritage conservation in China. It points out that all the deficiency of the plan may come from the comprehensive and complex attribute of Heritage Route itself. The attribute results to a predicament both in our system and method in deal with the conservation of Heritage Route. However, there are plenty of Heritage Routes in China, our research both in protection theory and practice is insufficient.Tracing back to the beginning, Heritage Routes come from the concept of Cultural Routes that was firstly proposed by European Union(EU) in the 1970 s. Through the study of authority file from EIOCR, ICOMOS-CIIC and UNESCO WHC, the meaning and significant of Cultrual Routes could be more clear. It provides a new methodology in research of Cultural Heritages which demands broader sight, multidisciplinary team and cooperation. At the same time, the international experience of conservation practices indicate that Heritage Routes’ conservation is not just protecting the heritage itself, but aslo promoting the development of local society. Probably, the latter deserves more attentions because of the Routes’ large scale and abound resources. EIOCR has already taken the opinion of developing cultural tourism based on effective protection to heritages as one of the most important working idea.Drawing lessons from international thory and practice expereances, this article clarifies JAPR’s context, dynamic character and content, evaluates its meaning and value. Then, put forward optimization strategy from aspect of system, planning and restoration in the considering of the deficiency which exist in foregoing planning.
