Beginning in the end of1953, Shanghai grain purchase and sale campaign follows the spirit of the central government initially without large-scale propaganda and mobilization and delivers this event to the grass-roots cadres gradually. However, the central government gradually recognizes the importance of mobilization for grain purchase and sale along with the implementation of this campaign. Thus, the central authorities issue a reference material for advocating grain purchase and sale policy and propagandize in People's Daily, Liberation Daily and other major media. Each region conducts a wide range of propaganda and mobilization according to its own characteristics. Anti-rightist enlargement and exaggeration since1958in china also affects the implementation of this policy. Therefore, this paper focuses on the year1953to1958to carry on the study. I collect large amounts of data from the Shanghai Archives and Shanghai suburbs archives in order to analyze propaganda and mobilization of the purchase and sale systematically and reflect the true conditions of Shanghai suburbs at that time.With a large population, developed industry and high consumption level, Shanghai has difficulty in ensuring the supply of food as the most developed city in the early years after liberation. In addition, the land is quite limited and dispersive. It is a daunting task for Shanghai suburbs to purchase the food together due to less grain crops than commercial crops.Different ranks in Shanghai suburbs have different reactions towards this movement in its initial stage. Shanghai government educates all ranks based on its own conditions. First of all, the suburbs of Shanghai set up institutions and put in a lot of manpower, materials for the purchase and sale movement. Publicists and reporters are chosen and educated to get ready for propaganda and mobilization. Secondly, target education is given to the cadres in the suburbs in line with their characteristics. At last, Shanghai suburbs conduct large-scale propaganda and mobilization by all means. The more typical approaches that combine with the general line of education and mobilization play a good role in achieving good results. The important methods that combine with heated debates conduce to the expression of doubts and dissatisfaction of the masses. The reporters and the backbones answer the questions to remove the doubts of the masses. After heated debates, the masses understand the importance of the purchase and sale, knowing that supporting the purchase and sale is to support the national construction. As for the methods, the suburbs of Shanghai establish cultural centers, rural theaters, rural clubs, newspaper-reading groups, amateur farmer schools, blackboard newspaper, exhibitions and other non-party forms of propaganda with its own characteristics. Besides, counties in suburbs concentrate on the establishment of county newspaper and the development of rural cable broadcasting. The employment of these ways ensures the smooth implementation of the purchase and sale campaign in the suburbs of Shanghai.
