As the development of financial globalization in today's international relations, finance diplomacy has been getting more and more attention. Due to the different development level of the countries, the gap between their statuses in the international financial system has increasingly widened. Therefore the top countries in international financial system paid less but got more in financial diplomacy.This article redefined the financial diplomacy, and believed that financial diplomacy is a kind of diplomatic activity aimed at pursuing financial and other non-financial interests by using financial measures. It used the word"unbalancement"of financial diplomacy to explain the phenomenon of"paid less but got more".The paper analyzed a case of financial diplomacy that happened between United States and Japan in the 1980s. The two countries'cost and interests were unbalanced during the process of the game because of the gaps between their financial statuses and financial possessions.
