New Economic Diplomacy: Theory And Practice

After the Second World War, with the contents of international politics and economics relationship diversify gradually, states diversify their national interest target too. Politics with economics, security, culture, ideology and environment are achieved through diplomacy as foreign policy target. Meanwhile, these factors themselves are used as methods to achieve foreign policy. The inner and external meanings of foreign policy are enlarged during this course, and the function of diplomacy is changing too. Traditional political diplomacy and security diplomacy are developing in the comprehensive direction which including economic diplomacy, cultural diplomacy, folk diplomacy and enterprise diplomacy. As the traditional /narrow sense concepts of political diplomacy and security diplomacy still keep their stability, the concepts of economic diplomacy, environment diplomacy and cultural diplomacy show their value and necessity of independent existing, and it has been proved by the practice of international politics and diplomacy. After 1978,with the development of reform and opening to the outside world in China, it is becoming an important content of national interest to concentrate on economy's increment. From then on, earth-shaking changes took place in China, hi point of history, the most important events in 20th century include not only the establishment of the Soviet Union, the disintegration of the Soviet Union and East Europe, the Second World War, but also the rising of China after 1989.The development of China's economy will bring about the extension on her diplomacy, politics and military resource. As a rising and changing big country, China's economic diplomacy cases have typical significance both in practice and theory. It has academic and practical meaning to study the question of China's economic diplomacy "to be" and "what should to be" in new era. Since 1978 especially the end of the cold war, China's economic diplomacy had and making an important role in practice. Therefore, it is necessary to study the history and reality of China's economic diplomacy.This dissertation probes into the regularity and constitution of China's economic diplomacy by using the analyzing method of Marxist economic base and superstructure relations, combined with other methods such as inductive method, deductive method and case analyzing method.The main content of this dissertation include the summary of economic diplomacy's theory and practice, the practice and necessity of China's economic diplomacy, the theory frame of assessing function of economic diplomacy, the significance to choose China as a case of economic diplomacy, China's diplomacy strategy and economic diplomacy, China's financial diplomacy, China's energy diplomacy, China's economic sanction in diplomacy, China's economic assistance to other countries, China's international economic mechanism diplomacy, and etc. The general train of thought is to analyze the achievement of economic diplomacy study in recent years , on this basis, I put forward the limitation and necessity of economic diplomacy study. Furthermore, I put forward my suggestion on that China how to utilize perfect economic diplomacy. At the end of this dissertation, I elucidate myconclusive understanding on economic diplomacy and China's economic diplomacy. The primary points of view of this dissertation are elucidated as below. First, with the improvement of China's diplomatic quality and capacity in new era, the general law and international experience of economic diplomacy have been proved by the practice of China's diplomacy. Economic diplomacy is an important part of China's whole diplomacy strategy. The general target of China's diplomacy is to serve the whole state strategy of China's reform and opening to the outside world and offer a good environment for it. For example, it is a vital task and challenge, which that's diplomacy encountered to ensure her export market and to obtain stable resource and energy.
