The party's construction is the summary based on experience of communist party construction all over the word, and is the science of research for the principle of party establishment, construction and leadership. Strengthening and improving the party's construction, is one of the greatest means of getting succeeded in our party leadership, and is the basic experience of confronting all kinds of risks, and is fundamental demand of keep the Party advanced, vital and energetic.The party's 17th session of four times passed the Several Determinations about Strengthening and Improving the Party Construction under the Current Circumstances by the Central Committee of the Communist Party. In the early 2009, Party committee of Hei Longjiang province passed the Determinations about Further Studying and Carrying forward the Daqing Spirit in the New Period. Judging from the Party construction in Daqing district, it is extremely important to carry out the two determinations from the Central Committee of the Communist Party and Party committee of Hei Longjiang province, to study and carry forward the Daqing spirit, to efficiently combine strengthening and improving the party's construction together, to take good use of the cooperation between the government and enterprises, to summarize the experience of the party's construction, to carry on the outstanding traditions and strengthen and improve the party's construction exactly.This paper demonstrated the recognition and understanding of the party construction, and proved the importance of strengthening and improving the party's construction. In addition, it is showed the district features, working experience and practical problems of party construction in Daqing district in this paper. The effective ways of putting Daqing spirit and ironman spirit into party construction are found, from the three point of views of strengthening the educating of party leaders about "Three Views", adjusting the party leaders' spirit state, and strengthening the construction of party leaders' working attitudes. This paper provides some strategies of party construction in Daqing from the following six aspects, strengthening study, strengthening the construction of principals, constructing the basic organizations, education party leaders, exploring the principals of party construction, strengthening the importance of working attitudes. To find the fittest solution, it should be started from mind, organizational construction, principal establishment, local condition and features of enterprise. The purposes of this paper is to provide the guarantee for promoting the seasonal and harmonious development of Daqing, through strengthening the party construction of mind, organization, working attitudes and bettering the party's basic organizations, strengthening the management of party members, showing the function of propagandas to improve and strengthen the leadership of the Party.
