| Since the public civil service examination in 1993, the number of people who took this exam has been in a linear upward trend every year. Among the people who took this exam, college students formed the major force. It is the question that as one of the career choices, why civil service examination has been very popular with college students is worth concern. Based on 400 sampling survey, concerned about Kunming four universities in 2011, as well as statistics and analysis of SPSS software for the effective recovery of 387 questionnaire for multiple regression analysis, the article established the multiple factors model, which had an effect on the college students' choice of civil servants. Multiple statistical results showed that preference level, opportunity costs and institutional constraints respectively had significant influence on students who took civil service examination, then the comprehensive effect of the three independent factors could explain the behavior (taking civil service examination) average change of 97.3%.Meanwhile, the article found the limited rationality when college students chose to participate in civil service examination. The two aspects of the limited rationality is the lack of thoughtful consideration in the process of taking civil service examination and the uneven influences which preference level, opportunity costs and institutional constraints had on the behavior of taking civil service examination. Compared with state-owned enterprises, institutions and private enterprise, it is concluded that when the comprehensive resource advantage, which the civil servants had, exchanged with the resources belonged to college students, authority relations formed. College students chose to enter civil servants unit, transferring their some resources or action to civil servants unit, and the civil servants unit had the right to control some resources or action. As a result, the authority formed between civil servants unit and college students. Based on the unstructured interviews with four college students who have accepted questionnaire investigation, the article found that "official standard" culture was the root of social culture which was responsible for the phenomenon of "civil service examination heat". As China's traditional culture, "official standard" culture's persistent influence contributed to "civil service examination heat". The strength of "official standard" culture's influence was changing. |
