Autonomous The Credibility Of The Local Government Building

This paper starts with the differentiation and analysis of the concept of the public credibility of regional government, applying theories in terms of Politics, Economics, National Politics and etc, adopting the Literature Induction method, analysing the evaluation eltments in national autonomous regional government administration, i.e. right of autonomy, performance ranking, the public credibility, administration based on law, citizen involvment, transparency in government administration and honest governing.It discusses the value of promoting the public credibility in the national atonomous government:contributing to strengthening the legality of the national autonomous government; subserving the social market prosperity and development of natioal autonomous areas; promoting the Harmonious Society Construction and Harmonious Culture Construction in national autonomous areas.Taken Dali Bai Atonomous Prefecture as a sample, it analyses the status quo and performance of the national autonomous regional government's public credibility, adopting a empirical study and statistic analysis; searches for the reasons for the public credibility degradation in perspectives of government, civil servants, society; and raises solutions to upgrade the public credibility in national autonomous areas:i.e. to adjust the government function into a limited government, oriented government, responsible government; to concentrate on institutional improvement; to establish and improve performance evaluation systerm, executive accountability systerm, crisis management systerm in national autonomous regional government; to standardize the government administration, strengthening administration according to law, making government affairs opening; to enhance cicil service construction, establising integrity and credit systerm, concentrating on improving style of work, implementing corruption preventing and punishing action; to cultivate the civil society through bulding good social enviroment.Given a degradation in current government public crediblity, this paper combines case analysis with theoretical study, attempting to analyse the main problems of the public credibility construction in a national autonomous regional government, then to expore the problems in local government's public credbility constructions from a micro persitve, in order to seek practical solutions to enhance and promote local government public credibility and even to the whole government level.
