And besides, based on summing up two points above,the paper analyses the existing problems in the legislation construction of traffic safety management of PRC,and raises the existing problems at the present stage mainly as follows:authorities at various government departments at the same level were serious, there were faults in the enforcement, lack clear-cut power and responsibility,rural traffic was the soft spot in traffic safety management, the traffic policemen was having more and more trouble enforcing the law.Finally, this paper proposes eights policy recommendations about perfecting the legislation construction of Hunan's road traffic safety, as listed below:firstly,we will improve the relevant laws and regulations; secondly,we will create a good road traffic environment; thirdly, we will execute the law strictly in an all-round way; fourthly,we will promote the process of socialization in the road traffic safety management; fifthly, we will build a strong traffic police system with an effective guarantee; sixthly,we will keep improve level of science and technology in transportation enforcement.
