On Local Legislative Power

This article studies local legislative power in building of Chang-Ji-Tu Pilot Zone in perspective of laws, using legal theory knowledge concerning Constitution, the legislative law, the Law on Regional National Autonomy and administrative law, starting with elementary theory of local legislative power, telling the important infulence of legislative power on the building of Chang-Ji-Tu Pilot Zone, by the introduction of respective legislative situation of changchun city(a city where a provincial people's government is located), jilin city (a city approved as such by the State Council), Yanbian Korean Autonomous Prefecture(national autonomous areas), using comparison method and empirical analysis. This article summarizes some legal questions the development and opening up of Chang-Ji-Tu Pilot Zone may facing in future and proposes further solutions.This paper falls into five parts:The first part of this paper states reasons for choosing this subject and significance of the research, clears the aim of this paper, and intends to give readers an intuitive and deep impression of the contents.The second part elaborates the basic meaning, development evolution and the basic scope of local legislative power, by the analysis on our currentlegislation system, and provides theoretical basis for further study. clears the basic requirements for local legislative power of the development and opening up of Chang-Ji-Tu Pilot Zone Building, by introducing the development goal and construction significance of Chang-Ji-Tu Pilot Zone. In light of the analysis on the existing significance of local legislative power, this article explains the positive role local legislative power played during the building of Chang-Ji-Tu Pilot Zone.The third part first expounds characteristics of three local legislative power, changchun, jilin Yanbian Korean Autonomous Prefecture. By the comparison of legislative bodies, division of legislative power, forms and scopes and so on, this article plays a positive role for further research on local legislative power of the development and opening up of Chang-Ji-Tu Pilot Zone Building.The fourth part puts forward some issues in three local legislative power for the development and opening up of Chang-Ji-Tu Pilot Zone Building, through empirical analysis. This article further analyzes causes of problems and proposes advices to solve the problems.The fifth part gives advices to perfect local legislative power issues of the development and opening up of Chang-Ji-Tu Pilot Zone Building and suggests perfect legislation and solve the conflict of laws in order to provide legal basis and feasible solutions for the development and opening up of Chang-Ji-Tu Pilot Zone Building. By establishing legislative coordination institution, coordinating related departments, this article program, establishes the evaluation system for local legislative power, improves the supervision mechanism for local legislative power and so on to safeguard the healthy and orderly development of regional economy.
