Research On The Campaign Of Combating Corruption And Upholding Integrity By The Communist Party Of China From The Year 1949 To 1956

Corruption is a worldwide and historic problem, which is contradictory against the nature and tenet of the Communist Party of China (CPC). If corruption cannot be contained effectively, it will endanger the ruling basis of CPC, and then the regime basis of the nation. For 90 years, CPC has been sticking to the campaign of combating corruption and upholding integrity during the process of leading the Chinese people for revolution and construction. Especially at the beginning of the establishment of the New China, when CPC firstly held the national regime, it attached great importance to the campaign of combating corruption and upholding integrity and actively conducted relevant activities. This thesis is to systematically discuss the background, main content, features, impact, limitations and the causes, experience as well as the enlightenments of the campaign of combating corruption and upholding integrity by CPC from the year 1949 to 1956 by applying LBIO, analysis and induction and interdisciplinary research.The period from Oct.1949 when the New China was founded to Sep.1956 before the 8th National People's Congress of CPC was held, was under the society of transition toward socialism. The important turning-point in the history brought about dramatic changes in terms of the status of CPC and the national conditions of China:as for the status of CPC, it was evolving into a nationwide ruling party from a revolutionary political party step by step, with some new situations and problem arising from the members and cadres of CPC; as for the national conditions, under severe economic situation, illegal bourgeoisie seized all the opportunities to corrode the members and cadres of CPC, with negative impact of decadent ideology on the society. The above changes facilitated the CPC to conduct the construction of combating corruption and upholding integrity in time.From the year 1949 to 1956, CPC established correct value orientation mainly through three channels:the standard education of communism and CPC members; systematic training on Marxism-Leninism theory to strengthen the theoretical quality of its members and cadres; and criticizing the backward ideology of feudalism and capitalism to prevent the troops from corrosion. Internal surveillance mechanism within the Party was launched through rectifying the troops of CPC members to conduct the construction of combating corruption and upholding integrity. The system construction concerning the campaign of combating corruption and upholding integrity was improved through developing the regulations and rules to punish embezzlement and corrosion, reforming the treatment of cadres and improving the system of monitoring by the people.The features of the campaign of combating corruption and upholding integrity from the year 1949 to 1956 are:striking era character in terms of historic environment; class struggle in terms of nature; a system of combating corruption and upholding integrity with the combination of punishment and prevention was formed initially in terms of content; mass movement was dominant in terms of form.The influence of the campaign of combating corruption and upholding integrity by CPC from the year 1949 to 1956 was widespread and far-reaching:it reinforced the construction of the Party itself, consolidated its status as the ruling party and the newly-born regime of the people, pushed forward the recovery and development of the national economy; boosted the formation of good social morality and enhanced people's confidence in the ruling of CPC.Due to some inevitable historic limitations, the construction of combating corruption and upholding integrity from the year 1949 to 1956 had caused some deviations and faults, mainly including:firstly, progressive inclination once occurred in the process of combating corruption and upholding integrity; secondly, a long-term effective mechanism concerned did not come into being. The reasons from the above-mentioned deviations and faults are:on one hand, the dilemma confronted with CPC for the transition from a revolutionary political party to a nationwide ruling party; on the other hand, the complicated situation at home and from abroad in front the CPC.The construction of combating corruption and upholding integrity from the year 1949 to 1956 had achieved significant victory, with valuable experiences. The historic experience presents important enlightenment to the work of combating corruption and upholding integrity under the new situation at the new times:bear the situation of anti-corruption struggle in mind and attach great importance to the work of combating corruption and upholding integrity in terms of ideology; adhere to the leadership of CPC, reinforcing and improving the leading system and work mechanism of combating corruption and upholding integrity; establish and improve a system with education, system and surveillance to punish and prevent corruption; stick to the mass line and systemized and institutionalized road in the construction of combating corruption and upholding integrity.
