With the coming of information society, the world raises the climax of the public information. China is no exception. With the promulgation and implementation of "Regulations on Government Information Publicity of the People's Republic of China", government information publicity has become the focus. The administrative litigation of government information publicity increases. And in practice there are still lots of confusion. The dissertation attempts to analyze and research the main problems in the administrative litigation of government information publicity, on the basis of its background, combining with our legislative and judicial practice.Full dissertation mainly consists of six parts:The first part describes the background of the administrative litigation on government information publicity. The second part analyzes the problems in the proceedings of accepting the administrative litigation on government information publicity. Such as, the scope, and the abuse of the right to appeal and so on. The third part is the plaintiff qualification of the administrative litigation on government information publicity. The four part is the defendant qualification of the administrative litigation on government information publicity. The five part is the burden of proof of the administrative litigation on government information publicity. The last part is the referee way of the administrative litigation on government information publicity.The innovations of this dissertation are shown as following:On the writing method, this dissertation strives to make the research contents more persuasive, through the method of combining case studies with theoretical analysis. And this dissertation combines the theory and practice together perfectly, and tries to propose corresponding suggestions on the confusion in the administrative litigation of government information publicity.
