Analysis On Regional Complaining System

This paper generalized the main problems and the real needs of reform in the present complaining system through the review of the history and present situation of Chinese complaining system. In the big context of the national complaining system, a study of regional complaining system in Henan province was carried out to clarify and explain the situation and causes for the problems in the complaining system of Henan province. This paper concluded the major initiatives taken in the complaint reporting in the province in recent years, analyzed in a proper way, clarified some ambiguous, wrong but commonly existing conceptions and behaviors, and then put forward the ideas and measures of further reform. Suggestions of reform and improvement were specifically posed on the manner of solving complaints in the mass work, which was initiated in Henan province and has been spread across the whole country. The paper held that our national complaint can walk out of the system dilemma only by keeping the complaining system reform sticking to the principle of legalization.
