Study On The System Innovation Of CPC’s Mass Work During The New Era

Masses work is the party’s basic, fundamental and regular work; is the party’s basic wayof knowing the complaints, warming, affections of the masses’; is an important guarantee ofparty’s getting continuous human, material and financial resources from masses in therevolutionary wars, and is the important experience of party’s acquiring victory in therevolution, construction, reform times. There are some problems damaging party’s image,such as damaging some masses’ feelings, infringing upon the interests of the masses duringthe new era. These problems damage the party’s prestige seriously and lose its vitality andadvanced.The party’s development and progress depend on the masses work. In the fifth plenarysession of the CPC, President Hu said that putting forward institutionalization of the party’smasses work is the strategic task and requirements of doing masses work well. The systemconstruction is an important part of the party’s construction that runs through the wholeprocess of it. So, we can get the point: promoting the party’s mass work system innovation isthe necessary choice in the new period.This paper researches the party’s mass work in the new period in the perspective ofsystem innovation, puts forward three levels of system innovation connotation and four greatmeasures for solving the current defects.
