An Application Study On Crime Mapping Under The Background Of Informazation

Crime is not only an integral part of the society, but also an inevitable social phenomenon. In China, the past rural societies are stable, just like a closed space and situation, the crime rate is also relatively low, the way of committing a crime is single, and tools and means are also more primitive. A short span of twenty or thirty years, modern city has mushroomed in china, accompanied by the crowded, the employment pressure, the environmental degradation and the polarization of the wealth and other social problems. The criminal types more and more tend to violence, intelligence, groups. The social harm is increasing. How to maintain the social order, How to keep the crime rate in an acceptable level, How to effectively prevent and control crime, Those problems posed have a very urgent and realistic significance.The information era forces us to strengthen and innovate our social management, and to change the concept of crime prevention and control. We, especially, should reach an agreement on the scientific and technologic police warning, and unswervingly implement the"golden shield"project. Thus, the research of crime mapping in this thesis plays an important role. Anyhow, basing on today's information platform, drawing the crime map can set up the mechanism of crime prevention and control much better, improve the pertinence and effectiveness of policing work, and, finally, provide a great possibility to turn passive control after accident to active prevention in advance. Meanwhile, it also would bring practical changes to servicing the public and cracking down crimes. This thesis consists of four parts.The first part mainly analyzes the concept of the crime mapping, its development history, its research situation in our country and its development situation in foreign counties. This part puts forward the definition of the crime mapping by discriminating the concepts defined by some scholars for it, and recites the fundamental research and the practical analysis model research as well. This part analyzes the whole development course of crime mapping, and establishes a clear grain. In addition, this part takes the United States, Britain and Canada as examples and analyzes development situations of their crime mappings.The second part mainly discusses the theoretical basis of criminal maps, including the theory of daily activities, the theory of crime mode, the theory of crime prevention designed by environment, and even the window-broken theory. This part analyzes each theory in details so as to provide theoretical basis for the crime mapping research. This part explores the basic principle of the crime mapping from the three aspects of the components of crime mapping, the forming process of crime data and the way of drawing a crime mapping. This part especially points out the impact of GIS to the crime mapping, which greatly enhances the use of the crime mapping.The third part focuses on the application value of the crime mapping in intelligence-leading policing. Crime mapping can both be used in policing management and policing practice, such as allocating police resources, planning action program, detecting difficult cases, crime hotspots analyzing the hotspot of crime etc. the crime mapping in this thesis are involved in three aspects: crime hotspots, police performance, and public participation.The fourth part mainly discusses the development conditions of the crime mapping in our country. Firstly, this part indicates that the implementation of"golden shield"project has influence on the crime mapping. Secondly, this part discusses our application of crime mapping at present time. Then, this part discusses the factors restricting the development of our crime mapping, including the problem of management system and idea, crime mapping island, data acquisition, lack of professional personnel. Finally, from these four aspects this part proposes suggestions to promote the development of our crime mapping, such as changing concept, promoting mechanism innovation, insisting on unified principle, integrating information systems, emphasizing the black number of crime, speeding up the database construction, and improving talents'quality.Lastly, the thesis has a positive expectation for the crime mapping in the era of Internet. The networking has a great potential, and has immeasurable real and social significance for our safety. So now, all kinds of provides a good support for the crime mapping.
