As we all know, The South China Sea islands are China's coastal areas and territorial seas. Our Chinese people have found it for 2000 years ago; South China Sea has the self-evident and weighty importance to our country. However, with the exploring of oil and gas resources in the South China Sea, and the economic value of the South China Sea is improved rapidly during the late 1960s and early 1970s. The rich economic resources and the important strategic position caused the strong interest in neighboring countries. Especially in the January 28,2009, the Philippine Senate Bill No.2699 "Philippine baseline of the territorial sea motion", which divided the part of the Nan Sha islands and the Huang Yan Islands to the Philippine territory was passed, and this action has a great bad impact on the healthy development relations between China and the Philippines.This paper is divided into four parts to discuss the dispute of the South China Sea islands between china and the Philippines:The first part is briefly introduction the origin and status dispute of the South China Sea islands between china and the Philippines; the second part is the legal analysis on the dispute of the South China Sea islands sovereignty between China and the Philippines. According to the proof of the sovereignty claims on the South China Sea Islands of Philippines is not consistent with international law and the analysis on the South China Sea Islands sovereignty of China, this paper further evident that South China Sea Islands are China's Territory. The third part introduces the difficulties facing by China of the South China Sea islands dispute with the Philippines. This part puts the emphasis on four difficulties China is facing:The embarrassing position of South China Sea U-line; relatively backwards of China's international maritime legislation; Numerous difficulties of "Laying Disputes Aside and Developing Together", and the weak ability of using the legal means to solve the South China Sea islands dispute; Extra-territorial powers involved and the international trend of the South China Sea problems. The fourth part is the strategy of solving the dispute on the South China Sea Islands between China and the Philippines. By the strategy of clearing the South China Sea maritime rights and interests; improving and perfecting China marine legal system; peacefully settled the South China Sea islands dispute by the legal means; and persisting to the position of our sovereignty, and actively respond to international trends, we can timely solve the dispute of the South China Sea.
