As the largest developing country in the world, China's large population is an urgent and complex problem which limits its social and economic development. In order to resolve the problem of large population comprehensively and effectively, the government formulates on a high vantage point and carries out the basic state policy of family planning. Due to the implementation of this policy, China's heavy burden of population has been released greatly; and the population size especially the rate of population growth has also decreased reasonably; moreover, the population quality increased gradually. However, because of traditional reproductive conceptions and other essences, China's resolution of population problems has a long way to go. During the period of social and political transformations, another issue---how to carry out the policy to reach its maximum effect has emerged.At the same time, our country's construction of rule of law is continued to get great achievements, and legal institutions are being perfected; what's more, the legal sense of citizens' and the ability of administrative enforcement have also improved step by step. Under this atmosphere, the government puts the rule of Social Support Expenditure into effect. According to it, those who broke the law and regulations to have children will be fined.
