Contemporary Public Policy Conflict Governance Research

Public policy formulated by the state administrative organs is the code of conduct in order to achieve certain objectives of public interest or public goals. In China, the policy is the lifeblood of the party and government. In order to improve the party's ability, we must improve the quality of the party's policies. China is undergoing social transformation, which means the transformation of political system, economic system and social structure. At this point, democracy and the rule of law are backward, so the quality of public policy and the effectiveness of the implementation are very important. To ensure the high quality of public policies, the effectiveness of policy implementation, we must try to avoid and reduce conflicts of public policy itself and overcome the disadvantages of public policy formulation and implementation which is the premise and foundation of improving the government's public administration.Public policy conflicts are contradictions and conflicting opposition within the system of public policy whose essence is that conflict of interest. The manifestation of public policy conflicts are diverse, but this paper elaborates them from the macro and micro aspect.Impact of conflict is universal, both positive and negative. There are many reasons for the formation of public policy not only those institutional factors, but also policy differences between the values, policies benefits and information barrier. Public policy conflicts not only lead to public policy failure, undermining the unity policy, but also weaken the authority of the Government and the Government's credibility. Starting from the negative effects, this paper find causes through institutional factors, policy values, policy interests and information barrier, in which way to establish public values, improve coordination mechanisms of interest and establish a modern information system in order to seek governance of public policy conflicts and control the negative effects of conflict within the minimum range.
