Study On The Policy To Promote Urban And Rural Coordination Of Interests Of Chongqing

At present, China is in the period of rapid development of economy andsociety, it is not completely balanced development way, long-standing city-based policyin urban and rural residents in the economic and social benefit relations is notharmonious. Socialist country based on public ownership of the means of production inChina is the main interest is not the lack of coordination caused due to the privateownership of the means of production, non-confrontational in nature, is a consensus onthe basis of the fundamental interests of the interests of difference to solve by means ofcoordination of interests. Government organizational forms above the top socialindividuals and groups, has administrative powers conferred by the state and the people,on behalf of the interests of society as a whole bears enormous responsibility formaintaining social stability and promoting social development, and the Government todevelop and implement policies itself has the important function of the coordination ofsocial interests. Therefore, the Government, through the policy instruments tocoordinate urban and rural interests has a strong feasibility and operability.From the point of the actual situation of Chongqing, in recent years, especiallysince the western development, Chongqing urban has developed rapidly, increasing theincome of urban and rural residents, rising living standards, urban and rural socialsecurity system basic establishment, the household registration system reform producedresults. But in the pattern have formed the urban and rural interests, the interests of theurban and rural residents in such aspects as economy, society gap is larger, the urbanand rural interests relations is not harmonious. From the policy point of view, resultingin urban and rural interests’ coordination is rooted in the long-term practice ofcity-biased policy. Therefore, narrowing the gap between urban and rural interests, andpromote the interests coordination between urban and rural areas, must stress that thegovernment responsibility. Under the influence of urban biased policies, urban andindustrial in the modernization of the rural, agriculture’s great support. The currenturbanization, industrialization made some progress, the city industry also should beback feeding countryside and agriculture. Therefore, this article in grasps theChongqing urban and rural interests, on the basis of not harmonious present situation, draw lessons from domestic and foreign relevant theory, in-depth analysis of urbanbiased policies and the mechanism of the interest relations between urban and ruralareas, makes every effort to adjust the existing urban biased policies, under the premisethat does not harm the fundamental interests of the urban residents, rural residents’economic, social interests, to promote Chongqing urban and rural interest coordination.This paper is divided into six sections, from urban-biased perspective on the studyto promote coordination of the policies of the Chongqing urban and rural interests. Thefirst part is the introduction, which introduces the research background, researchpurpose, significance, research ideas and methods, to study the possible innovations.The second part is a literature review, the major Commentary urban bias urban and ruralinterests at home and abroad Coordinated Research to provide a theoretical basis for thelater research base.
