The Rural Cultural Building Research In Perspective Of Scientific Concept Development

China is a large agricultural country. This country has nearly 14 million people, in witch the number of farmers more than 800 million. With the rapid development of the domestic economy, issues concerning agriculture, countryside and farmers are been highly concerned by the central committee of the communist party of china and all sectors of the community. Based on the current situation, although there have been a tremendous growth in the development of rural economy, the rural culture is far behind the development of rural society and cultural needs of farmers. Thus, a serious affect will be made to the overall development of rural society and the whole modern building strategy. General Secretary Hu Jintao at the Party congress report clearly pointed out the extreme importance of strengthening cultural construction, improve the country's cultural soft power. He also pointed out the emphasize of the rural cultural development and prosperity has a significant role in promoting and enhancing the stability of China's rural social stability and fast economic growth. What's more, the cultural construction of rural area in this new period needs to be promoted to the height of national development strategies.Using documentary method, analysis and comparison methods etc, this paper study the issue of China's rural cultural construction which based on the concept of scientific development. Firstly, by introducing the meaning of culture and rural culture, this paper summarized the functions and characteristics of rural culture. Then, this paper pointed out the main content and significance of them. By describing the main theory of rural culture- Cultural Transformation of Marxist Theory and the Chinese cultural construction on the main ideas in rural areas, in the second part of this paper, achievements and problems of rural culture was described and analyzed. Finally, from the perspective of the scientific development concept, it has been cleared that China's rural cultural construction should be people-oriented, from the scientific concept of development the height of farmers on the rural culture of the importance of understanding, and enhance farmers consciousness, and establish a people-centered philosophy of education; raise farmers and cultural quality, training of new farmers; established high-quality, high-level leadership of rural culture, play party members and cadres in the rural culture in an exemplary role. As a guide of the scientific development, the contents of cultural construction in rural areas should be richer, various forms of rural cultural activities should be. conducted and with regional characteristics of the cultural industry in rural areas be carried out. According to the scientific development, it is highly suggested that establishment of economic, political, and cultural integration. To increase the path of improvement of both urban and rural cultural development, cultural resources should be transferred to the rural society, establish exchange platform to make convince to communication of rural culture. Rural culture model regularly invited teaching experience to achieve expert and rural areas, rural culture and rural development model twinning. To the point of sustainable development, awareness of sustainable development, ecological culture and a Sound security system is highly suggested to build in rural areas. Further more, a broader channel of funding sources and a solid foundation of the cultural infrastructure in rural areas will accelerate the path of construction of rural culture. optimizing the rural cultural construction team and implementing Three countryside activities is also been suggested.The innovation of this paper is using the concept of "rural culture" on the "scientific concept of development" to analyze the basic content of scientific concept of development and rural cultural development. In addition, taking the college-graduate village official into the ranks of China's rural cultural construction, a platform for the exchange of cultural construction in rural areas should be built. It will provides better services for farmers and rural cultural construction. In trying to improve the content, methods, concepts and other aspects of the rural culture construction, this paper point out a systematic and comprehensive solution to the rural culture construction of China which can be helpful to the rural cultural construction in both theory and practice.
