A Study On The Competence Of The Colloge-Gradaute Village Officials Of Hebei

The Colloge-Gradaute Village Officials of HeBei province constitute a crucialcomponent of the rural primary organizations and play a rather important role in theconstruction of the new socialist countryside and harmonious society. Their competenceconcerns not only the development of the rarul primary organizations but also theimplement of policies which construct the new countryside. Based on the relevanttheories, this thesis adopts such approaches as interview and questionnaire to analyze theexisting problems about the competence of the College-Graduate Village Officials aswell as their reasons. In addition, it proposes some reasonable suggestions to facilitatethe development of the rural primary organizations.First of all, this thesis expounds the importance of the selection of research topic,the main contents as well as the research methodology. And it also introduces the currentsituation of the research at home and abroad, defining the basic concepts and relatedtheories, all of which lay the theoretical foundation for this thesis.Secondly, it covers an overall analysis of the work of College-Graduate VillageOfficials. according to the assessment of by the villagers, it has built the index system ofthe competence of the Colloge-Gradaute Village Officials of HeBei. FiveCollege-Graduate Village Officials from different regions are chosen randomly to beexamined and analyzed employing the fuzzy comprehensive evaluation method. Theresult proves the feasibility of the evaluation system and reveals the fact that their currentcompetence is not fully realized.Thirdly, according to the results of the competence evaluation on College-GraduateVillage Officials in Hebei province, the thesis goes further into the existing competenceproblems related to College-Graduate Village Officials and analyzes the reasons to theseproblems. Based on theirs own issues and weaknesses in the eyes of township leadingcadres, village officials and peasants, this paper analyzes the reasons from four aspects:the thought, knowledge, duties and mechanism of College-Graduate Village Officials.In conclusion, after analyzing the existing problems of College-Graduate Village Officials' competence and the reasons that lead to such problems, five measures aresuggested be taken to promote College-Graduate Village Officials' competence, whichinclude the improvement of College-Graduate Village Officials' self-cultivation,strengthening of College-Graduate Village Officials' special education, perfection ofspecific regulation and law of College-Graduate Village Officials and optimization ofmanagement mechanism of College-Graduate Village Officials. All these efforts willstimulate the construction of new socialist rural area in a better way.
