The Study On Political Decision-making Of Irrational Behavior

Rational and irrational are two basic mental elements that affect the human behaviorwhich are highly valued by the theorists of ancient times. Political decision-making is arational process, but irrational factors also play an important role. The non-rational inbehavior political decision-making is generated under the influence of the irrationalfactors' negative effects. Therefore, study on the non-rational behavior of individuals inpolitical decision-making and groups, avoiding its negative effects and using the positiverole of non-rational behavior in political decision-making, is an important issue in thestudy of political theory.First of all, this article held a general overview of irrational behavior, including themeaning and characteristics of irrational behavior, and the relationship between rationaland irrational. Then analysis the positive and negative effects of non-rational behavior onpolitical decision-making. Secondly, this article has focused on the influence ofindividuals' irrational behavior and group non-rational behavior on politicaldecision-making. Individual non-rational behavior include: leaders in a specialmanagement model--management mode of Charisma of irrational behavior; psychologicalblind spots caused irrational behavior in political decisions, such as "halo effect" and"passivity""plot of the experience" and so irrational behavior; distortions of personalityand personality disorders lead to irrational behavior. On the non-rational behavior in groupdecision-making, this paper explores the phenomenon of group polarization, thegroups'non-rational decision-making under conflict of interest, groups'lack of politicalliteracy which leading to the non-rational decision-making. Individual politicaldecision-making and political decision-making of group, the awareness level of risk andrisk preferences of the decision-making body and other factors, the two have produced thephenomenon of the non-rational political decision-making behavior.For the characteristics of the non-rational behavior which are resulting from varietyof irrational factors of the political decision-making, this paper discusses some strategiesfor the rational use of irrational factors in the political decision-making to achieve thepurposes of correct decision-making. The first is to play the power function of the irrational elements in the political decision-making; the second, through improved quality,out of mind blind, play the groups' integration of force to overcome the negative effects ofnon-rational behavior; the third is from the process, supervision and assessment ofdecision making strengthen the rational and scientific of the political decision-making.
