A Research On Irrationality Dimension Of Administrative Decision-making

The spiritual world of administrative decision-maker contains rational factors and various irrational factors.Therefore,the exploration on administrative decision-making should pay close attention to not only researches on rational dimension but also researches on irrational dimension.The so-called"research on rational dimension of administrative decision-making"is such a kind of normative study that takes mathematical statistics and operations research as research tools, treats designing rational alternatives as research contents ,regards constructing rational model as research results, with a view to rational capability of the decision-maker. The research on irrational dimension of administrative decision-making is such a kind of normative and descriptive study that takes sociology and psychology as research tools, treats irrational factors and behaviors of decision-maker as research contents, regards concluding behavior characteristics of the decision-maker as research results, with a view to his irrational behavior disposition.This dissertation is a preliminary attempt of the research on irrational dimension of the administrative decision-making. It is devoted to solving three research topics as follows. Firstly, this dissertation attempts to explore whether there exists the irrational factors and behaviors or not in the administrative decision-making. Secondly, this dissertation attempts to describe actual state of the irrational factors and behaviors. Thirdly, this dissertation attempts to discuss how to adjust the irrational factors and behaviors ,in order to utilize theirs positive function and avoid theirs negative results to the maximum extent. Aiming at such three research topics, based on empirical investigations, this dissertation takes materialist dialectics as basic methodology, treats criticizing comprehensive rationality model of the administrative decision-making as logical starting point, puts forward a systematic action project on how to adjust the irrational factors and behaviors from decision institution, organization atmosphere, administrative ethics, decision technology aspects.This dissertation is devided into seven parts. Secondly, it has completely criticized the comprehensive rationality model of the administrative decision-making. Thirdly, it has given a description of the irrational factors whose existing and function forms are self organization and dual functions.Fourthly, it has analized the connotation and structure type of the irrational behaviors.Fifthly, it has launched empirical investigations about the irrational factors and behaviors of the administrative decision-making so as to perceptually describe theirs actual state. Sixthly,it put forward a systematic action project on how to adjust the irrational factors and behaviors from decision institution, organization atmosphere, administrative ethics, decision technology aspects.This dissertation has come up with a comparatively scientific research fram about the irrational factors and behaviors of the administrative decision-making, explored theirs activity rhythm, designed a systematic action project to adjust them. Consequently, it is benefit for expanding and firming the study areas and foundation of administration, and pressing ahead with democratization, scientification and legalization of the administrative decision-making in our country.
