Collective behavior is the phenomenon of human social groups, was first concerned and studied by social psychology. In the transition period of Chinese society, collective behavior often occurs due to social issues such as interests allocation, personal integrity, weakened social public power appearing in the reform. But with the development of Internet, the extending network space offers a new space to traditional collective behavior, which produces the network collective behavior. Network collective behavior refers to a certain amount, unorganized network groups having the realistic influence of netizens aggregation, according to a specific reality theme, in the stimulation of a certain predisposing factor, and in the characteristic of the strengthening and convergence of views. In the management of public affairs, it is a problem worth studying how to deal with the influence on society of the network collective behavior.The first part of the article introduces the research background, the significance of research topics and the international status quo. The second part begins from the concept of collective behavior to define the concept of network collective behavior, and expounds the types and characteristics of the network collective behavior. The third part describes elements, reasons and inflence of the network collective behavior on social ethics, social culture and social security in the management of public affairs, The fourth part, in view of the existing problems and the inflence of the network group behavior in public management of all aspects, puts forward suggestions and countermeasures on creating a positive network public opinion environment, promoting electronic government administration reform, legal construction and moral construction of the network.
