The annual assessment in public institutions is a hot issue in human resource management for a long time. It is also one of the difficulties for performance management in market economy. At present, the assessment method for public institutions in Jiangsu is relatively single and backward. The assessment content are mainly with performance in appraisal and ignore appraisal on the behavior, especially on morality of the staff at work. Performance evaluation method of management is an effective method in the annual assessment in public institutions which can comprehensively assess and objectively and fairly reflect the overall quality of staff by formulating the targets to realize the organization strategy. In this paper, I come up with the idea of moral-performance assessment, which is a systematic and practical method to evaluate morality and feat of staff. It gives a rank after plus these issues with different weight, and finally gets results of annual assessment. This paper analyzes the significance and current situation of studies on current performance assessment, and explains theories of performance assessment and moral-performance assessment. Meantime, it elaborates some methods to deal with the institution annual assessment, points out the problems and their reasons in annual performance assessment in north part management section, and puts forward the idea of employing moral-performance assessment in annual assessment of north part management section. The key point is to have monthly assessment, as well as moral-performance assessment at the end of a year. Therefore the significance of moral-performance assessment equals to that of performance assessment, and this can help overcome some defects, such as staffs'less attention on working attitudes and personal morality, etc.
