With social rapid development, it becomes more and more common for the Government introducing the mechanism of public service outsourcing through contracts, and public service outsourcing has gradually become a new management method for the government work together with its partners, to provide public services for the society. During the rapid development of service outsourcing, for it is still a new thing for the government and the third party (contractor) work together to provide public services, there exist many management problems, which add a lot of difficulty for the carry out and future development of this work. The management problems partly caused by management system which exists throughout the work without being utterly perfect and mastered. At the same time, government administration and co-management of government and its partners is complex, with the emergence of many new phenomena and new problems, which urgently need inspiration from the traditional, classical and familiar management theories, especially the current co-management experiences of public services. Risk prevention mechanism is a significant work.By analyzing the integrated management of a number of different services teams through public services outsourcing, this paper studies the reasons, countermeasures and risk prevention measures on the co-management operation of the media village of Guangzhou Asian Games City. It also summed up the management experiences of co-management of public services of MediaVillage, and put up measures and responses the government should take to provide better public services to the community. Regards to the variety of management issues emerged and measures taken during the running process, the paper sums up the management experiences during the cooperation of the government and its partners in providing public services. Based on the experiences of cooperation of the government and its partners, the paper tries to explore a more scientific and efficient co-management model, which may help the government to play an active role in the future.
