From our current situation, the government, which uses the public policy to coordinate and distribute social interests, plays an important role in the selection and distribution process of interests. Our government is still national representative incarnation. Whether the government acting as "the man" or "the referee", its policy orientation should be based on the society and the country's overall interests and the government's and the people's interests is consistent in essence. But in a market economy catalytic multiple-interests body, the government is a particular interest body and it may often pursue to make their own benefit maximization, which will lead to public policy mistakes and that will influence the quality and efficiency of public policies, even against their fair and impartial principles.On the basis of absorbing academia's perspectives on government interests, this paper started from the general theory of government interests and made a preliminary described about government interests from concept definition, characteristics revealing or others. Meanwhile, the interests of governments should be analyzed in policy-making process and policy-making should adhere to public interest orientation. In the second part, the government interests'influence (on policy goals'determination and policy scheme selection) and effect (positive part and negative part) on public policy-making process were systematically analyzed. Based on the above-discussed issues, according to the government interests'influence and effect in policy-making, this paper suggested to take effective measures to control the governmental interest within reasonable bounds, and to provide evidences for public policy-making systems'improvement and reasonable construction.
