Government Interest In Public Policy Activities

As formal institutions, public policy become a basic tool to manage public affairs and realize public interest in today' democracy society. At the same time, many scholar pay attention to issues about public policy. But in the study of public policy, People always ignore the effect of government interest to public policy, and less people discuss how to control it. The article trys to discuss this problem. The standpoint of the article is that government has its own interest. Because the convenience of power ,it is very easy for government interest to expand and encroach on public interests. It is necessary to control government interest by government itself. But it is not enough. In order to gain a better result, we must use a series of institution and standard.The article begin with general theory of government interest. This part is initial study about government interest; include the concept, the characteristic and the structure of government interest. In the second part, the article makes a system study to the effect of government interest to public policy process-problem formation, policy making, policy implementation and policy evaluations.
