The Research On The Supervision System Perfection Of Our Philanthropic Organization

In the 21 Century, with the frequent occurrence of natural disasters, the public safety incidents, environmental crisis which are led by the progress of technology and science and the development of the industrialization of society, have increased yearly. The changes of social status stimulated the residents and the enterprises'acts of charity. The disaster aid activities the taken by philanthropic organization when the natural calamities and induced disasters strike, and charitable contribution from the residents and enterprises have generated historic progress. Regrettably, it brings serious negative impact to the healthy development of our charities for our philanthropic organizations exposed many social supervision system and mechanisms problems on the collection and use of donatives money and things, such as corruption, embezzlement, mismanagement. This paper started from the perspective of our social welfare system and the investigation of charity status that is lack of community supervision from. After summarizing the relevant literature, and investigating donation enterprises and residents, it proposed that the characteristic of our charitable organizations is lack of social supervision. It also defined the major social problems and roots caused by lack of social supervision. According to the conclusion of the developed countries basic experience of effective supervision, it put forward the proposals for implementing our philanthropic organizations and activities to be effectively monitored.It has been proved that the effective supervision of charities cannot rely on the internal oversight and the self-discipline of the employees only. Only making the community supervision as the major supervision of charitable organizations according to law, could it really arouse the whole society residents and enterprises involved in social charitable initiatives; it is possible to achieve the scientific and healthy development of philanthropy in China; it is possible to achieve social fairness and justice.
