With the development of market economy, the gap between rich and poor has been being enlarged. The development of Philanthropy gradually becomes a focus of the society, and it provides a new perspective to solve the rich-poor gap problem as well as the inequality of market regulation and government adjustment. Chinese Philanthropy has been gradually perfecting in recent years. Such as charity donations have various forms, more charitable organizations promote the activity and the donation enthusiasm of enterprises have improved etc. However, it is still in its infancy and has some shortages. The regular donations scale is small, and the government administrative intervention is still a barrier for the development of Philanthropy. It is well-known that Philanthropy of The United States is in an advanced status. Many aspects of the US Philanthropy is worthy of learning, including the public participation, legal regulation, and the Philanthropy foundation.This paper gives analysis of Chinese current situation of the Philanthropy, Analyzes the present situation of our country's philanthropy, and profits the experience of the American philanthropy develops and offers suggestions to develop Chinese Philanthropy. We cannot blindly copy other country's practice since each country has different situations. The paper analyses the unique resource of Chinese charities in accordance with our own specific condition.The development of Philanthropy is not only economic issue, but also involved in culture, morality, legality and society. Therefore, the research of the third distribution should pay attention to the functions of individual, enterprises, society and government, and find a Chinese characteristic development road.
