With the rapid economic development of China, our country have developed to a super steel-producing country in the whole world, so at the same time, the steel industry in china got unprecedented opportunities and have performed great developments,As we all known, iron ore is a necessary raw material for steel industry, so as the development of steel industry in our county, the source of iron ore became a restrictive problem what Chinese steel industry faced .On one hand, China's iron reserves are not enough, on the other hand, the production of Chinese iron ore are mostly poor ore. So, China's steel enterprises have to import large quantities of iron ore from abroad. Since 2004, China had replaced Japan as the world's biggest importer of iron ore. So, to solve this problem, China's steel enterprises were forced to come to the negotiating table. Unfortunately, in these years the negotiators of steel enterprises had failed to make use of the advantage condition which china is the world's largest buyer, but imposed by the passive acceptance of iron ore price increased year after year, what's more, China had lost the right to pricing or declaring. The continued failures in iron ore negotiations made China's growing steel industry suffered a lot, and result in the related businesses of china, such as construction industry , automotive industry and appliance industries ,suffered a heavy blow as well, And this ultimately threaten the whole economic security and national interests of china. In this situation, the study on the negotiations about iron ore and find a solution becomes more and more important.In nowadays'researches, the majority scholars and researchers study the negotiations of iron ore in the field of economics, so the attempt to study the problem from a view of legal point seems necessary and important. In this study, it will attempt to analyze the problem from the view of economic administrative law, trying to interpret the role that government could play in the negotiations of iron ore, and carrying out a depth study on what the government could perform in the enterprise bargaining in the future.
