The Research On The Developing Processes And It's Experience Of The Livelihood Improvement In Zhejiang Province Over The Last 30 Years Of Reforming And Opening Up

Since China takes the policy of reformation and opening, the people's livelihood improvement process of Zhejiang is specific implementation of the principles and policies laid down by the Central Committee of the Party and the state council as well as a result that Zhejiang Provincial Committee and Government and the broad masses of people has reached through hard exploration and great practice. It both with characteristics of the Chinese and Zhejiang Province. To make a summary, it not only has local meaning but also be of Chinese meaning and world significance.This thesis analyzes the livelihood improvement in Zhejiang Province over the last 30 years of reforming and opening up by in-depth study and analysis of the relative information and gets a conclusion that the livelihood development can be classified as three stages of the process: During the early years of reforming and opening up, the livelihood improvement was carried out around developing the economy with the aim to solve people's basic survival problems. In the 1980s and 1990s, on the basis of economic development, Zhejiang set about solving the problems of people's urgent needs for housing, medical treatment and education so as to build the basic social security system. Since stepping into the 21st century, on the basis of the rich material, the livelihood-building in Zhejiang began the construction around the politics, economy, culture and social rights with the purpose of fully implementing the people-oriented philosophy as well as promoting social harmony.The livelihood improvement in Zhejiang since reforming and opening up has achieved outstanding achievements, the basic experience can be summarized as following four: First, always grasp the principal contradiction, persist in taking economic construction as the center, starting from the stage characteristics of the people's livelihood; Second, uphold the diversification in the main subject, give full scope to the initiative of government as well as society and individuals in improving people's livelihood; Third, seeking improvement of people's livelihood, keep pace with social integration, formulating policies in light of coordinated development of both the urban and rural areas, region, the local population and floating population; Fourth, combining it with democratic and legalized construction, insist on improving people's livelihood from democracy and protecting civil rights through the legal system.
