Citizens' rights to know is a very important civil rights, it has been widely recognized around the world." International Covenant on Civil and Political Right" and "Universal Declaration of Human Rights" which made in 1984, many countries abroad have recognized the right to know as a fundamental right. In a very long time, we are lack of the awareness of protecting the right to know. The lacks of domestic legislation, poor law enforcement, no legal basis for the administration of justice are the origin.This article through five parts introduces the basic theory of citizens' rights to know, introduces the status quo and the deficiency. The author makes perspective own point of view.In this paper, first article introduces the purpose and significance of topic. And explore the detailed description and significance of the legal protection of citizens' rights to know. Proving that the protection of citizens' rights to know under the current legal system is very important to China and it is an important progress in the legal content. Second, article details the concept of citizens' right to know the background and define the standards. Citizens' rights to know is defined in relation to government information.Third, the author analyses the status quo and the deficiency in the protection of our citizens' rights to know, reveals the shortcomings and the lack of legislation. Pointing out that although in the protection of our citizens' right to know have been involved, but the legislation is unreasonable, the enforcement of civil right is inadequate and the legal protection has its own shortcomings, these are the most important reasons.Fourth the author focuses on analyzing the achievements of the United States, Britain, Japan in protection of the citizens' right to know. By comparing the experience of these countries, we find out the difference in protection of citizens with the right to know between us.Fifth, it analyses on our own legal right to know, propose several suggestions on how to protect the citizens' rights to know. We should improve the legal system, strengthen the government's efforts in law enforcement, in order to truly comprehensive legal protection of citizens' rights to know.
