When China established the goal of building a harmonious society, the law has been becaming the regulator of social relationships and is used to resolve various of social ontradictions. In this case, mitigation of the criminal law is inevitable. The criminal policy of combining punishment with leniency. But on law's own, more concern of the criminal law should be playful.In this social context, being honor of that I was involved in the group of Victim-offender reconciliation in a border city of Jilin Province, During a year of work in the Grass-roots procuratorates, the group has mastered a large number of real cases, and obtain sufficient empirical data. These real cases and empirical data as basis and for analysising Victim-offender reconciliation system in view of prosecutorial power under the criminal settlement system description and analysis drawing on theories of justice, foreign and domestic parts of the criminal settlement practice.
